In this pre BAPCPA case, the Court held that the proper rate of interest to be applied to the Treasurer of Buchanan County's post petition administrative claim for unpaid personal property taxes is the rate provided by applicable nonbankruptcy Virginia law under section 58.1-3916 of the Virginia Code.
